To advance the education, learning and status of the Deaf and Hard of Hearing population in Israel. To initiate, develop and implement a variety of innovative and up-to-date solutions that enable the Deaf and Hard of Hearing population full integration in educational, employment and social life and in communication with layers of society and community, in order to enable the Deaf and Hard of Hearing population full functioning and equal status as citizens and active participants. To treat deaf and hard of hearing children and youth. To assist in the training of the Deaf and Hard of Hearing population, including deaf and hard of hearing children and youth and their integration into higher education with the aim of bringing about their full participation in work and in Israeli society. To assist parents of deaf and hard of hearing children and youth and guide them to maximize the full potential of their children. To establish and promote relations with various institutions, organizations and bodies, in Israel and abroad, that deal with the deaf and hard of hearing and to assist or advise them. To collect and centralize data and information of all kinds regarding the advancement of all of the aforementioned activities. To create public awareness in the country of the need to provide assistance and support for full and equal integration of the Deaf and Hard of Hearing population in society, and to promote legislation in the field of the Deaf and Hard of Hearing population
