Encouraging volunteering as a central value in society and promoting volunteer-supportive policies, instilling the value of volunteering among diverse and new populations, in routine and emergency situations, including among decision-makers in various sectors (governmental, local government, business, and civil), developing and implementing volunteer theory, training volunteers, volunteer managers, and volunteer leaders and their professionalization, gathering information and knowledge on volunteer issues and making them accessible to decision-makers in various sectors, representation, evaluation, and recognition of volunteers and organizations operating volunteers, conducting and integrating voluntary initiatives and projects at the national and international levels, creating, promoting, and integrating cooperation in the field of volunteering in the community, among organizations, and among sectors
