To initiate and conduct policy research and applied research in municipal, social, demographic, urban and economic fields. To clarify and present these issues in a way that will enable policymakers to draw conclusions and plan policy. To initiate and encourage policy research and applied research related to Jerusalem in the modern and contemporary era. To initiate, organize and conduct activities in all the fields mentioned above, to cooperate with research institutes, teaching institutions and other institutions and bodies, and to establish research centers and subsidiary organizations to promote the organization's objectives. To initiate, organize and conduct conferences, symposia, study days, discussions and other activities in the fields mentioned above. To assist researchers and students engaged in topics the organization wishes to promote, both through scholarships, prizes and grants and in any other way. To involve researchers, individuals and bodies from Israel and abroad in the organization's activities as appropriate. To publish publications in the fields mentioned above
