To provide assistance to Palestinians who have fallen victim to acts of violence, harassment or deprivation of basic rights by state authorities (including local authorities), especially those in need of assistance in filing complaints to these authorities, and to protect basic rights in any other manner, including appeals to courts, including petitions to the Supreme Court sitting as a High Court of Justice, both in the name of a Palestinian claiming that a basic right of his was violated and as an independent public petitioner
