To found, establish, organize, operate, and manage urban activities in the fields of physical education, competitive sports, community sports, leisure, mental and physical health in the city of Ashdod. To initiate various activities in the fields of physical education, sports, leisure, mental and physical health for the residents of Ashdod. To manage institutions and frameworks in the fields of physical education, sports, leisure, mental and physical health for the benefit of Ashdod residents. To found, manage, and establish institutions and facilities in the fields of physical education, sports, leisure, mental and physical health for the welfare of Ashdod residents. To organize, initiate, develop, encourage, guide, and assist in educational and public activities related to the fields of physical education, competitive and community sports, leisure, mental and physical health. To found, establish, organize, and manage courses, training programs, competitions, seminars, scholarships, sports clubs, and similar activities in the fields of physical education, sports, leisure, mental and physical health. To cooperate with institutions, organizations, and agencies working in the fields of physical education, sports, leisure, mental and physical health. Priority for beneficiaries of the organization's activities shall be reserved, to the extent possible under the circumstances, for residents of the city of Ashdod
