Establishing and operating community Torah settlement nuclei in the geographic periphery and social periphery of the State of Israel. The operation of the nuclei will include establishing and operating community centers, cultural centers, libraries, study halls, a rabbinical court, study halls for advanced scholars, and day centers for babies, as well as establishing synagogues, encouraging the establishment of additional Torah nuclei by training rabbis and leaders, providing financial assistance and distributing food baskets to needy families, operating community kitchens and conducting discounted sales for the needy, assistance to at-risk youth, delivering lectures, Torah classes, and cultural activities, supporting individuals and associations dealing with these matters
