Strengthening and encouraging the community and settlement in the Aviod neighborhood in Kiryat Arba through actions—initiating, supporting, and investing in community activities including culture, leisure, religion, education, and welfare; religion—operating a synagogue, Torah lessons, and Torah study groups; strengthening security forces in the neighborhood, on roads, and in the surrounding area; improving the appearance of public spaces such as landscaping, playgrounds, and facilities for residents' welfare; encouraging settlement in the neighborhood through public advocacy and strengthening love of the land
