To promote and improve working conditions and social conditions for its members, and to raise their organizational, professional, cultural, and social standards in accordance with the labor laws of Jewish Agency employees in the Land of Israel in cooperation with the management of the Jewish Agency in the Land of Israel on the one hand and with the federation center of unions on the other. To handle matters of salary, social conditions, insurance, promotions, and the like. To establish and found a pension fund for its members, as well as other funds and reserves for insuring members. To provide loans to members and encourage mutual aid among members and for other purposes for the benefit of members. To handle professional issues of members in general and special issues of various groups of members, including guidance and professional training. To promote the cultural and social level of members through seminars, evening classes, study days, and the like. To establish and maintain rest homes for organization members and their families. To purchase houses for the organization's needs. To settle disputes between members and among themselves and between members and the Jewish Agency. To perform all other actions beneficial to achieving the organization's objectives.
