To establish and operate a yeshiva and kollel for returnees to Judaism and manage it; to disseminate Torah and observe its commandments and explain Jewish values in writing and orally and in any form; to establish and manage organizations and institutions for Torah study and imparting Jewish values and develop spiritual and material activities for this purpose; to establish and manage scholarship funds and establish and manage charitable funds and all spiritual and material assistance for returnees to Judaism, Torah students, and their families
