1. To serve as a central guiding and directing instrument of local authorities, member center communities.\n2. To investigate and research the ways to promote municipal activity in settlements and to develop and improve local authorities.\n3. To introduce, as much as possible, uniformity in the methods of municipal activities in local authorities, while providing expression to relevant diversity.\na. To serve as a representative organization of local authorities, municipalities and local councils to the Knesset, the government and its ministries, other public institutions and organizations on matters relating to local government and to ensure its participation in discussions and decisions of these institutions on local government matters.\nb. To initiate and deal on behalf of municipalities and local councils and to represent them in labor and employee matters, to serve as a representative organization of the aforementioned local authorities except the municipalities of Jerusalem, Tel-Aviv Jaffa and Haifa, in any matter required according to the matter before labor courts, representative worker organizations and professional unions representing employees in local authorities in order to conduct collective agreements regarding working conditions of all employees in the aforementioned local authorities, and for the purpose of implementing such agreements, as well as to represent local authorities in all matters relating to employees in the aforementioned local authorities, to conduct and sign collective agreements regarding local government.\n4. To discuss and decide on questions that arise in connection with municipal matters in local authorities and in other settlements.\n5. To collect and distribute statistical information on local authorities and in relation to them.\n6. To serve as counsel for members in matters relating to the goals of the center and the common and central matters of members before all government offices and institutions, public institutions, financial and other institutions in the country.\n7. To assist in the establishment of joint institutions for local authorities, to establish and manage such joint institutions, as well as to establish and found companies, partnerships, cooperative associations and legal entities
