The association will maintain an institution of higher learning, maintain academic study programs and grant its graduates academic degrees, subject to approvals of the Council for Higher Education and subject to the rules of the Planning and Budgeting Committee of the Council for Higher Education, its decisions and guidelines. The association will maintain supplementary educational and academic activities provided that academic activity is the primary activity both in terms of objectives and in terms of the scope of economic activity.
