Establishing and operating an international Jewish emergency organization of thousands of trained volunteers for locating and rescue, providing first aid and emergency medical care, dealing with locating, evacuation and assistance in identifying casualties and managing crises to enable them to provide rapid assistance in emergency cases occurring in their countries, and transferring the injured in time of disaster to neighboring countries.
