To promote and strengthen the diversity of populations living in the Negev, with emphasis on disadvantaged populations, and to increase the number of employed persons among the residents of Israel of working age in the Negev area and their employment capabilities, including through: assistance, support, personal promotion and empowerment of families in work circles; promotion of initiatives and actions in the Negev aimed at encouraging integration of disadvantaged populations into Israeli society and economy; promotion and provision of employment training for people belonging to disadvantaged populations in the Negev; creating employment opportunities for Negev residents with high prospects of integration into the labor market
