Establishment of a synagogue in Dimona, establishment of task-oriented groups that will engage in volunteering in mentoring at-risk youth, in giving lectures and Torah classes and cultural activities, provision of economic assistance and distribution of food baskets to needy families, operation of food assistance programs and organization of discounted sales for the needy. Also provision of housing grants, assistance in rent payments and incentives for young couples to move to peripheral areas, assistance to organizations engaged in these fields, establishment and operation of Torah-based community groups in the geographic and social periphery of the State of Israel. Establishment and operation of the groups will include establishment and operation of community centers, cultural centers, libraries, study halls, rabbinical courts, kollels, educational institutions - daycare centers and kindergartens
