Activity for the welfare of residents of the northern part of Apeka neighborhood in Tel Aviv, north of Keren Kayemet LeIsrael Street, including houses on its northern side (hereinafter: "Northern Apeka neighborhood"), social and cultural activity in Northern Apeka, activity to preserve the character of Northern Apeka as a peaceful residential neighborhood, representation of Northern Apeka residents before Tel Aviv municipality bodies, planning and construction committees, local authorities, Ayalon roads, state authorities and courts, and taking all public, legal and other actions necessary to achieve the goals set out in this section
