Establishment and operation of a Torah community nucleus. Operation of the nucleus will include establishment and operation of a community center, cultural center, library, study halls, rabbinical court, including day care for infants as well as establishment of a synagogue, encouragement of establishment of additional Torah nuclei through training of rabbis and leaders, provision of financial aid and distribution of food baskets to needy families, operation of communal kitchen houses and organization of discounted sales for the needy, assistance to at-risk youth, delivery of lectures, Torah classes and cultural activities, support for individuals and organizations engaged in these matters
