To represent the regional councils before the government of Israel and its ministers, government ministries, governmental institutions, public institutions, various bodies and organizations on every matter and issue, according to the decision of the institutions of the regional councils center. To serve as a representative organization of the regional councils for the employment of workers, to represent them and manage on their behalf negotiations on all matters related to labor relations and to sign general collective labor agreements. To cooperate with other municipal organizations such as the Local Government Center, the forum of large cities, and others, as well as similar professional international organizations, all according to the center's decision. To act to improve the situation and welfare of the regional councils, to promote their interests including raising budgets and grants, including through organizational and economic actions. To promote and initiate appropriate legislation to preserve the values of the regional councils and their settlements, to promote their goals and needs.
